
As far as I know, Inovelli has this feature and I can tell you it works great. Now the other scenario of thwarting kids from playing with the switch, you'll need a Smart Switch that has the ability to turn off the internal relay. SmartThings can control the WIZ lights also but I generally dont need it for setting colors. This should work great for most use cases (turn the light on and off at the switch and can turn power to lights on/off via SmartThings). I have a basic Leviton Z-Wave smart switch for this. So I can mnually control the light at the switch and my automation will turn it on and off when I need it to. This works great for my front door light. I defined the power on state for the Wiz Bulb with the Wiz App to have a default color of Daylight. So for my front door light which is a WIZ A100 bulb, I have a z-wave smart switch and in my SmartThings z-wave hub I defined a routine to turn the switch on at 7pm each night and off at 7am each morning works awesome. Any smart switch will at least allow you to cut power back on.

So I have Wiz Lights and was having same issues with cutting power. I have Nest Wifi with 6 Routers (no points) so not worried about congestion. I know I can accomplish this with Hue, but the $6k price tag is a tough pill to swallow. "turn on the kitchen lights" would turn on the kitchen lights at the switch, followed by "sorry, four lights aren't available.")
